Robert S. Cowie was born in Glencoe, Wisconsin in April 18, 1872. He was educated in the public schools and while still young, became a teacher. He entered the law department of the University of Wisconsin and graduated in 1894.

Later in the year 1894, he joined the practice of John C. Gaveney in Arcadia. He successfully practiced until 1898 when he became district attorney.

Cowie resigned that position when President Theodore Roosevelt appointed him as deputy auditor in the U. S. Navy Department. In 1905 Robert S. Cowie was elected county judge and served until 1909. His record there stands for efficiency. After that he practiced in Whitehall and later in La Crosse.
